Scalloway’s Draft Local Place Plan — have your say by 5 October
Scalloway was the first place in Shetland to get a Local Place Plan, built from the Re-Create Scalloway consultation (2018–19) and the Destination Scalloway masterplan (2022). It’s now being updated to meet new Scottish planning law before going to Shetland Islands Council.
The five headline priorities:
- Expansion of Burn Beach for parking and public realm
- Improved waterfront walkways and moorings
- Reconfiguration of Main Street
- Improvements to Fraser Park
- Promotion of housing and tourism development
Also in the plan: redevelopment of the former Youth Centre site, improved public amenity and civic space along the waterfront, a safer crossing to the Primary School, a possible footbridge from East Voe, better active travel routes toward the Tingwall Valley, a nature garden, a soft play facility, housing at Port Arthur, the Blacksness harbour masterplan and West Pier replacement, a community energy/district heating scheme, improved marine access, Scalloway Caravan Park enhancements, business and commercial space (including shipyard expansion), improvements to Scalloway Public Hall, wider transport and green space investment, and a set of proposed changes to how national planning policy applies to small island communities.

Consultation closes Sunday 5 October 2026. Responses feed directly into the final document submitted to Shetland Islands Council.

This massive piece of work brought us to the first Local Place Plan, which was the first in Shetland and one of the first in Scotland.
Focussing on the key priority to transform the Scalloway waterfront from Burn Beach to Minister’s Beach, and consider improvements in the village centre, a second major consultation began, titled the Scalloway and Town Centre Feasibility Study. The result of this catchily named piece of work was a new masterplan document titled:
Scalloway Community Development Company then took up the reins and gained £200,000 to fund detailed design work from civil engineering consultants Ironside Farrar for a new Waterfront, and the necessary consents and funding options to achieve it. This work is nearing completion! Watch this space for the finished document later this year…
